Audit, Compliance and Investigations

RHHF operates the Audit, Compliance, and Investigation departments, which handle the functions of auditing, compliance, investigations, and disciplinary actions through designated committees and established policies.

 

AUDIT

As of December 2023, the audit rating indicated that the organization was deemed adequate, signifying that the governance structures, risk management practices, and controls assessed were generally well-established and functioning effectively.

 

COMPLIANCE

The head of compliance at RHHF reports directly to the Chief Executive Officer, offering independent and objective assurance as well as advisory services aimed at improving RHHF’s operations. This ensures a disciplined approach by evaluating and enhancing the effectiveness of governance, risk management, and control processes. Additionally, it assesses the impact of the initiatives on the intended beneficiaries.

 

INVESTIGATIONS

RHHF’s investigation function examines allegations of fraud, misconduct, and other wrongdoings within the organization’s programs and operations, involving RHHF personnel, vendors (including legal entities such as implementing partners or suppliers), and individual contractors or consultants. These investigations are conducted in a fair, impartial, and independent manner, adhering to recognized professional standards for administrative inquiries.

The Disciplinary and Compliance Committee initiates investigations primarily based on specific allegations, which may include but are not limited to:

  • Fraud and corruption
  • Violations of RHHF’s Rules and Regulations, relevant administrative issuances, and standards of conduct
  • Conflicts of interest
  • Unlawful activities (such as breaches of local laws, or violations of privileges and immunities)
  • Harassment, abuse of authority, sexual abuse, and exploitation
  • Retaliation against whistle-blowers.
